Rebecca Ruan-O’Shaughnessy is the Vice President of Employment Opportunities with UnitedHealthcare Community and State. In this capacity, she focuses on addressing Medicaid members with complex needs through the integration of health and social services, particularly through helping members access appropriate employment related services so they can move up the employment readiness continuum and eventually achieve self-sufficiency.

Rebecca came to UnitedHealthcare from Fuyao Glass America, a $500 million investment in the former General Motors facility in Dayton, Ohio. Rebecca served in various senior leadership positions there, ranging from legal to human resources to government relations. She was instrumental in taking the company through the startup phase and transitioning it into full operations. Previously, Rebecca worked in economic development and workforce development at the Ohio Development Services Agency, where she served in many capacities, including managing economic development incentives for the State of Ohio as the Deputy Chief of the Office of Strategic Business Investments. Rebecca earned her law degree from the University of Minnesota and undergraduate degree from Connecticut College.
